During the 1930s, Roland Payen was one of France's most innovative aircraft designers, designing radical civilian, racing and military aircraft.  This single-seat fighter-bomber concept from 1938 featured Payen's characteristic double-wing design, wingtip-mounted tails and counter-rotating propellers. It was intended to be a joint production effort between Payne's company in France and Japan's Mitsubishi.
